Conditions of the Award
- The award shall be known as the Gordon Draper Award of the Commonwealth Association for Public Administration and Management (CAPAM) and the Commonwealth Secretariat.
- The award shall be presented as a mark of distinction and exceptional achievement to a person who has shown distinctive leadership in advancing public administration in the Commonwealth, or who, by his or her writings or other endeavours, has made a significant contribution in the field of public administration in the Commonwealth.
- Announcement of the award and the regulations governing the submission of nominations shall be published in the CAPAM newsletter Commonwealth Innovations and included on the CAPAM and Commonwealth Secretariat websites.
- All nominations for an award shall be made over the signature of not less than three persons, accompanied by a resume, and in order to qualify for consideration, must be received by the Executive Director of CAPAM at 1075 Bay Street, Suite 402, Toronto, Ontario, Canada, M5S 2B1, not later than 31st day of March in 2006.
- The Executive Director of CAPAM shall refer all such nominations received to a special committee of five judges appointed by the Board of Directors of CAPAM, and that includes representation from the Commonwealth Secretariat.
- Each nomination shall be accompanied by a concise description of work and achievements of the nominee that, in the opinion of the nominators, qualify the nominee for the award, together with such supporting evidence as they may wish the judges to consider.
- No award shall be made if, in the opinion of the judges, no nomination worthy of an award is received.
- A nomination may be re-submitted in a subsequent period.
- The committee of judges shall decide on or before the 30th day of June 2006 the person, if any, who is to receive the award.
- The Gordon Draper Award will be presented at the CAPAM Biennial Conference in 2006.
