Are you leading reform and would like to see change happen more swiftly and effectively? Are you involved in shaping or delivering learning and development in the public service? Join us in Accra to explore the strategic leadership issues involved in ensuring that learning and development is appropriately aligned with public service reform and government policy agendas. This important event is a rare opportunity for dialogue and knowledge sharing amongst leaders of reform, leaders of Human Resource Policy and Heads of Public Service Training Institutes and Schools of Government. The identification and development of talent lies at the heart of our ability to deliver services to the citizen effectively. This conference will explore how people and organisations involved in learning, training, academic studies or in- service development can most contribute to ongoing reform and improvement of public services. The conference builds on the success of the CAPAM High Level Seminar held in Delhi in October 2005, when delegates undertook to meet again to follow up on their discussion. Recognising the significance of effective learning, training and ongoing development to achieving successful reform CAPAM has invited leaders of reform to share their perspective with those responsible for learning and development. Our aim is to better understand each others requirements and constraints in order to move forward together with public service reform. We hope you will join us to share current successes and challenges and explore approaches to developing the talent we need to meet the challenges of the 21st Century Public Service. Call for Papers Delegates to the Delhi Conference found the sharing of approaches and materials highly beneficial. We would like to increase the level of sharing for this event and as well as making available practical information and the presentations from the event we would welcome papers which address the key challenges to be faced as we progress this dialogue. We are keen that the debate and action planning at the conference should be informed by analysis and proposals contained in papers which will be made available before the event. Given the highly participative and focused nature of the event we will welcome contributions from the floor but will not be setting aside programme time for reading of papers. We plan to publish all papers on this website and may select some for publication in the CAPAM Practice Knowledge Centre.
