2007 Senior Public Executive Seminar, Dominica


Date: June 12, 2007

This was the third of three in-country senior public executive seminars offered in 2006/07 in concert with the Commonwealth Association for Public Administration and Management (CAPAM). It followed from the pan-Commonwealth senior public executive seminar held in Cape Town on 12-16 June 2006 at which Dominica presented its case study on public sector reform (PSR). Peer feedback and expert review of the case study were helpful in identifying PSR needs and executive development priorities.

The Government of Dominica requested a seminar format that combined some training with practical workshops for problem solving and forward planning. This was viewed as a necessary foundation upon which to transfer knowledge and to build the senior management team so that the public service could evolve a shared approach to PSR.

The goals were:

To expose participants to international good practices in PSR;
To adapt PSR approaches that are appropriate for Dominica; and
To develop the leadership, expertise, and capacities needed to sustain reforms.

At the end of the five-day programme, participants were expected to produce:

- a proposal for a leadership network;
- a personal leadership development assessment;
- an organisational capacity assessment; and
- an action plan for next steps following the seminar.

The programme was designed primarily for permanent secretaries and department/agency heads. The central theme was ‘Embracing Opportunities through Change’. It explored many of the most challenging aspects of PSR under the daily sub-themes of taking stock, improving service, leading collaboration, changing behaviour, and sustaining momentum. The seminar was interactive and results based and featured facilitated discussions, exercises, and case studies. The mix created an effective learning dynamic that was customised to participant needs and interests.
